Executive summary

Black Ads Agency reads Luxembourg as the EU's richest creator market per capita: 98.8% internet penetration, the EU's highest GDP per capita (~EUR 110,000, IMF 2025), and a unique trilingual official-language profile (French / German / Luxembourgish). The TikTok adult base is tiny in absolute terms (~205,000) but per-gifter ARPU is structurally among the highest in Europe.

01. Smallest population in the francophone server — highest per-capita wealth in EU. Luxembourg has 683,000 residents (STATEC 2025) but the EU's highest GDP per capita (EUR 110,000+, IMF 2025). The TikTok adult base is small (~205,000) but gifter ARPU runs structurally above French and Belgian baselines.

02. Trilingual official: French (admin) · German (media/business) · Luxembourgish (national). Three official languages with structural functional split: French is administrative; German dominates media and business correspondence; Luxembourgish (Lëtzebuergesch) is the national identity language. Creators can address audiences in any of the three — English widely used.

03. Cross-border workforce: ~45% of workers commute daily from BE / DE / FR. Per STATEC, ~219,000 cross-border workers (frontaliers) commute into Luxembourg daily. Creator audiences during working hours include large slices of Belgian, German and French residents — expanding addressable audience well beyond domestic population.

04. France server (faction 115414) — full monetization stack available. Luxembourg operates on the FR+ server alongside France, Belgium, Switzerland and Monaco — sharing the francophone algorithm. Full stack live: LIVE Gifts, Creator Rewards Program, LIVE Subscription, Branded Content + Spark Ads.

05. RTL Group HQ — Europe's largest commercial broadcaster headquartered locally. RTL Group (TV/radio/streaming across DACH, France, Benelux) is headquartered in Luxembourg. The country also hosts the European Court of Justice, European Investment Bank and Eurostat — making it an unusually mature media-and-EU-context creator environment for its size.

06. ALIA → ALIM regulatory transition (draft bill 8625, Sept 2025). Luxembourg's planned merger of ALIA into the new ALIM authority should clarify the VSP regulatory pathway and reduce compliance friction. The new framework is expected to stabilise through 2026.

07. Cosmopolitan population — ~47% foreign nationals. Luxembourg has the highest foreign-national share of any EU member state per STATEC — Portuguese, French, Italian, Belgian, German and other EU citizens. Creator content reflects this cosmopolitan composition, with multi-language production routine.

08. EU's highest mobile speed growth in 2025 (+47.6% YoY). STATEC reports Luxembourg leading the EU in mobile internet speed growth — +47.6% over twelve months to January 2025. Median mobile download ~129 Mbps (Ookla 2025). Infrastructure is never a limiting factor for creator output.

09. EUR-denominated gifting with exceptional disposable income. Luxembourg gifters in EUR sustain per-gifter yields modelled at approximately 1.4–1.8× the French baseline — the highest per-gifter ARPU multiplier on the entire francophone server. Black Ads Agency operates Luxembourg creators on faction 115414 with this multiplier built into operational planning.

10. Black Ads Agency operational scope. Black Ads Agency operates as a Senior TikTok LIVE Partner on the francophone faction 115414. Trilingual content strategy, cross-border audience optimization and EU-institutional creator briefs are the structuring operational dimensions for Luxembourg creators on the Black OS infrastructure.

Macro digital environment

Luxembourg operates the most reliable digital infrastructure in the EU: 99% household internet access, 98.2% mobile broadband coverage, and one of the EU's highest fixed broadband speeds. The country leads the EU in internet-use frequency per Eurostat tin00028 (>99% individual internet use).

Population & demographics

Luxembourg had 683,000 residents at end-2025 according to STATEC, the smallest EU member state by population after Malta. The median age sits at 39.7 years and the country has a markedly young-adult-heavy structure: 16.1% are 25–34 and 16.8% are 35–44 — the working-age core.

Population is 92% urban, with Luxembourg City concentrating around 135,000 residents (Luxembourg metropolitan area ~200,000). Around 47% of residents are foreign nationals (STATEC) — primarily Portuguese, French, Italian, Belgian and German citizens — making Luxembourg the most cosmopolitan EU member state.

Economic context

Luxembourg has the highest GDP per capita in the EU — over EUR 110,000 per capita (IMF 2025) and approximately 2.5× the EU average. The economy is anchored in finance (Luxembourg is the world's second-largest investment-fund domicile after the US), EU institutions (European Court of Justice, European Investment Bank, Eurostat), and media (RTL Group, SES satellite).

Unemployment is historically low (~5% per STATEC). For creators, this translates into exceptional gifter purchasing power: Luxembourg viewers gifting in EUR with extreme disposable income sustain per-session yields that structurally exceed any other francophone-server market.

Internet usage

674,000 Luxembourg residents used the internet in October 2025, i.e. 98.8% of the population (DataReportal Digital 2026). Penetration is the second-highest in the EU after the Netherlands.

STATEC's 2025 ICT survey of 6,000 residents aged 16–74 confirmed Luxembourg recorded 99% household internet access — the EU leader. Eurostat tin00028 places Luxembourg alongside the Netherlands at the EU top for individual internet use rates (>99%).

Mobile infrastructure

GSMA Intelligence counts 941,000 active cellular connections at end-2025 — 138% of population, the densest device-per-capita ratio in the EU. The high ratio reflects Luxembourg's cross-border workforce: many of the 219,000 frontaliers carry both a Luxembourg work SIM and a home-country personal SIM.

The market is led by three operators: POST Luxembourg (state-owned incumbent), Orange Luxembourg and Tango (Proximus subsidiary). Mobile broadband (3G/4G/5G) coverage is 98.2% per ILR (Institut Luxembourgeois de Régulation).

Connection speeds

STATEC reports Luxembourg leading the EU in mobile internet speed growth — +47.6% over twelve months to January 2025. Median mobile download speed sits at approximately 129 Mbps (Ookla 2025). Fixed broadband median exceeds 200 Mbps with fibre rollout near-complete in urban areas.

For TikTok LIVE streaming, these speeds support multi-camera broadcasts and high-bitrate streams as standard — Luxembourg is one of the very few European markets where infrastructure is never a limiting factor for creator output.

Social media landscape

The Luxembourg social ecosystem is unusually small in absolute terms — 313,000 active social identities — but per-user engagement quality is high given disposable income and infrastructure. Platform ad-tool figures include cross-border viewers physically reachable in Luxembourg, inflating counts above the 313,000 resident base.

Volume and reach by platform (late 2025)

Kepios identifies 313,000 active social identities in Luxembourg (45.9% of population) per DataReportal Digital 2026. YouTube leads ad reach (520,000 — exceeds social-identities count due to multi-account watching and cross-border traffic), followed by LinkedIn (330,000) and Instagram (290,000).

Platform-by-platform read

YouTube · 520,000 — Leading platform by ad reach for passive consumption. French, German and English content all heavily consumed. Strong cross-border traffic from BE/DE/FR frontaliers inflates the addressable base beyond resident population.

LinkedIn · 330,000 — Over-indexes versus EU baseline given Luxembourg's dense finance, banking, asset-management and EU-institutional B2B fabric. Critical platform for B2B creator briefs and finance-vertical thought leadership.

Instagram · 290,000 — Reference platform for lifestyle, food, fashion and Luxembourg City restaurant culture. Strong female skew and dense influencer ecosystem feeding TikTok crossover.

Facebook · 260,000 — Durable 25+ platform for community groups, frontalier worker groups (BE/DE/FR-LU), marketplace and event listings. Less central to under-35 attention but still broad.

TikTok 18+ · 205,000 — Fastest-growing platform in the Luxembourg mix: +9.0% YoY (+17,000 net users). Approximately 36% adult reach. Mixed FR/DE/LU language consumption with cross-border discoverability.

Snapchat · 95,000 — Notable 18–24 traction, particularly among Luxembourgish and Portuguese-Luxembourg youth. To factor into multi-platform strategies for younger Gen-Z reach.

Engagement & cultural drivers

Several Luxembourg-specific signals shape the content mix in 2025–2026. Black Ads Agency tracks these as primary editorial dimensions for Luxembourg creator briefs:

  • Trilingual content code-switching — top Luxembourg creators routinely mix French, German and Luxembourgish within a single LIVE session, with English used for international cross-border reach. This linguistic flexibility is unique in Europe.
  • Frontalier worker content — content addressing the cross-border workforce reality (commute hacks, BE/DE/FR-LU tax/banking comparisons, expat life) generates strong engagement from the ~219,000 daily commuters.
  • Luxembourg City restaurant and brunch culture — Place d'Armes, Clausen, Grund and Kirchberg dining scenes drive consistent food-creator content with high gifter affinity.
  • Finance and EU-institutions creator niche — explainer content on asset management, EU regulation, ECJ rulings and EU-institutional life is a small but high-value vertical anchored in the city's identity.
  • RTL Group media ecosystem proximity — Luxembourg-based creators have unusually direct access to mainstream broadcast partnerships via RTL's local presence; cross-platform creator-to-broadcaster handoffs are smoother than elsewhere in Europe.

Gender split

On global social identities, Luxembourg is essentially balanced (~50.2% F / 49.8% M). TikTok Luxembourg runs at an estimated 50.5% female / 49.5% male — the most balanced TikTok audience in Western Europe, less skewed than Germany (53% F) or France (53% F).

TikTok platform position

TikTok has consolidated steadily in Luxembourg through 2025 — +9.0% YoY on the adult base — without correction. Given the country's small population, absolute volume gains are modest, but penetration depth (~36% adult reach) is on par with DACH and approaching France/Belgium tier.

Audience — 205,000 adults

TikTok's ad planning tools count approximately 205,000 users aged 18+ in Luxembourg at end-2025, i.e. ~36% of adults. Note: Luxembourg-specific TikTok ad-audience figures are partially derived from Western Europe aggregates per DataReportal methodology.

The 13–17 segment (not published by TikTok) is estimated at approximately 30,000, bringing total reach to ~235,000. The platform's per-user engagement quality and gifter ARPU are structurally elevated by Luxembourg's exceptional disposable income.

Audience profile

With an estimated 50.5% women and 49.5% men, TikTok Luxembourg is the most gender-balanced major TikTok audience in Western Europe — less female-skewed than Germany (53% F), France (53% F) or Austria (52% F). No structural vertical over-rotation — broad-appeal content performs evenly.

Finance and EU-institutions verticals (typically male-skewed) compete on level terms with beauty/lifestyle (typically female-skewed). LIVE Subscription works across both male- and female-led creator categories. Cross-language creators (FR/DE/LU mix) capture more even demographic distribution.

Francophone-server positioning

Within the francophone TikTok server (faction 115414), Luxembourg ranks 4th by absolute TikTok 18+ audience — far behind France (28.7M), Belgium (3.85M) and Switzerland (2.40M), but well ahead of Monaco (~22,000). Combined francophone-server addressable base exceeds 35M adults.

Black Ads Agency operates Luxembourg creators on faction 115414 — the same algorithmic pool as French, Belgian, Swiss and Monégasque creators. Cross-border francophone discoverability is the dominant growth lever, radically expanding addressable audience beyond the 205,000 domestic base.

Dominant content categories

Qualitative analysis of top Luxembourg-based creators (Favikon, RTL talent rosters, Modash) reveals lifestyle/Luxembourg City and food/restaurant as mature; finance/asset management and frontalier-worker content as growing; EU-institutions and gaming as emerging niches.

The Portuguese-Luxembourg diaspora creator subset is significant given the ~16% Portuguese-resident share. Multi-vertical creators with cross-language content production capture more francophone-server discoverability than narrow-vertical creators.

Top Luxembourg creators · snapshot

The 2025–2026 rankings (Favikon Luxembourg, Modash, RTL talent rosters) surface a small but diverse first tier of Luxembourg-based creators concentrated in lifestyle, food, beauty, and the Portuguese-Luxembourg diaspora. The total active creator pool is small (fewer than 500 verified content creators with significant reach).

As across European markets, the LIVE skill set — stamina, interactivity, discipline — remains concentrated in a narrow subset of the short-video top tier. Luxembourg's small creator pool means agency-led professional onboarding is structurally important: each Black Ads Agency Luxembourg creator represents a significant share of LIVE economic activity.

TikTok LIVE specifics

Luxembourg operates with the full TikTok monetization stack available — LIVE Gifts, Creator Rewards Program (CRP), LIVE Subscription, Branded Content + Spark Ads. Combined with the country's exceptional disposable income, this makes Luxembourg one of the highest per-gifter ARPU markets in the entire francophone server.

Gift mechanics — model reminder

Viewers buy "coins" which they convert into virtual gifts sent during LIVE. On the creator side, gifts are counted in "diamonds", a fraction of which is then converted into cash. Since TikTok's updated rewards model, a creator can reach up to 53% of the post-TikTok gross through stacking two mechanisms.

Per-LIVE missions cap at 40% (driven by average session duration and new unique followers). Weekly missions cap at 13% (driven by valid days ≥25 min, Creator League participation and active fans). Maximum total: 53%.

The operational reference rate used for projections is USD 0.005 net to the creator per diamond, before agency commission. EUR-denominated Luxembourg gifters convert at TikTok's EUR–coin rate, with effective Luxembourg per-gifter yield modelled at approximately 1.4–1.8× the French baseline due to exceptional disposable income.

Creator Rewards Program (CRP)

Luxembourg is eligible for the Creator Rewards Program on the France server — the views-based payout system paying per 1,000 qualified views on original videos ≥60 seconds. CRP eligibility requires 10,000+ followers and standard policy compliance.

Estimated CRP rates on the FR+ server sit at approximately EUR 0.40–1.50 per 1,000 qualified views, with francophone-server algorithmic distribution covering the full 35M+ adult francophone audience. CRP is the rare monetization channel that scales with reach rather than gifter engagement.

LIVE Subscription

Eligible Luxembourg creators with 1,000+ followers can enable LIVE Subscription — monthly recurring payments from viewers in exchange for badges, custom emotes and subscriber-only LIVE chat. Subscription tiers set in USD; Luxembourg subscribers pay in EUR at TikTok's conversion rate.

Given Luxembourg's disposable income, subscription penetration tends to be higher than the francophone-server baseline — even a small subscriber base produces meaningful recurring revenue.

Branded Content + Spark Ads

Luxembourg's brand mix is unusually weighted toward finance, banking, asset management, EU institutions and RTL Group — sectors not traditionally heavy on TikTok creator briefs. That said, the Branded Content + Spark Ads stack is fully available, and a growing slice of finance / fintech advertisers (POST Luxembourg, BIL, BGL BNP Paribas) are testing creator partnerships.

ARPU per brand brief is structurally high given local advertiser budgets — Luxembourg-based Branded Content briefs typically command premium pricing compared to broader francophone-server baselines.

Luxembourg market-specific levers

Cross-border audience expansion as dominant growth lever — With 219,000 frontaliers commuting daily from BE/DE/FR, Luxembourg creators reach audiences far beyond the 683,000 resident base. Content addressing cross-border lifestyle, banking, tax and commute patterns captures structurally large audiences that monolingual BE/DE/FR creators cannot match.

Trilingual code-switching as creator differentiator — Few European markets support fluent FR/DE/LU/EN code-switching. Luxembourg creators who command this skill access the entire francophone server (35M+ adults), DACH cross-border (102M+ adults) and English-speaking EU expat audiences simultaneously.

EUR-denominated gifting with exceptional disposable income — Luxembourg's GDP per capita (~EUR 110,000) is the highest in the EU and ~2.5× the EU average. Per-gifter yields run at approximately 1.4–1.8× the French baseline.

RTL Group and EU-institutions media proximity — RTL Group's Luxembourg HQ creates structural creator-to-mainstream-broadcaster handoffs unavailable elsewhere on the francophone server. Luxembourg creators with reach can plug into RTL talent rosters, EU-institutional explainer partnerships and SES/satellite-related briefs uniquely.

Order of magnitude

On Black Ads Agency operational data, an active Luxembourg LIVE creator with cross-border audience reach typically earns between EUR 1,800 and EUR 10,000/month in gifts at the mid-tier band, with top streamers (PK battle pots, large fan clubs, EU expat audiences) exceeding EUR 18,000/month.

A creator receiving 200,000 diamonds/month at 46% rewards rate generates ~USD 920 post-TikTok gross from gifts alone. Luxembourg creators can stack CRP payouts (EUR 80–350/month for mid-tier reach), LIVE Subscription (EUR 80–700/month given high disposable income) and Branded Content briefs (EUR 800–8,000 per campaign).

The structuring role of agencies

Black Ads Agency operates as a Senior TikTok LIVE Partner on faction 115414 and handles: (1) creator onboarding and LIVE training, (2) regular broadcast scheduling optimised for cross-border audience timing, (3) Branded Content + Spark Ads brief sourcing, (4) CRP optimization and policy-compliance review, (5) trilingual content strategy (FR/DE/LU) for francophone-server discoverability.

Creator economy

Luxembourg's creator economy is small in absolute size but structurally elevated in monetization access. The combination of full TikTok monetization stack, the EU's highest disposable income, infrastructure reliability and francophone-server cross-border distribution produces exceptional per-creator ARPU.

Creator pool size

The Luxembourg short-video creator pool is estimated at ~3,000–5,000 active creators across all platforms. The TikTok-LIVE-active subset is far narrower — estimated at ~150 consistently active LIVE creators on faction 115414.

Luxembourg City concentration

Luxembourg City concentrates approximately 70–75% of the top-tier creator pool. The remaining pool spreads across Esch-sur-Alzette (second-largest city, ~36,000 residents) and smaller communes — but creator activity outside Luxembourg City is modest.

Multilingual diaspora creators

The Portuguese-Luxembourg creator subset is significant (Portuguese residents are ~16% of population per STATEC). Other diaspora-creator subsets include French, Italian, Belgian and German residents — most operating multi-language content production naturally.

Brand partnership landscape

Luxembourg brand budgets are dominated by finance (BGL BNP Paribas, BIL, POST, KBL, Société Générale), telecoms (POST, Orange, Tango), retail (Cactus, Auchan, Cora), beverages (Mousel/Diekirch), tourism (Visit Luxembourg, ONT). Branded Content + Spark Ads adoption is emerging but growing.

CRP earnings band

For Luxembourg creators with mid-tier reach (10K–250K followers) producing CRP-eligible original videos ≥60 seconds, monthly CRP earnings sit in the EUR 80–350 range at observed FR+ server rates. The smaller domestic audience caps absolute CRP earnings vs French creators but cross-border francophone-server distribution lifts effective reach.

LIVE Subscription adoption

LIVE Subscription adoption among Luxembourg creators is structurally favoured by high disposable income. Eligible creators typically generate EUR 80–700/month from subscription tiers — the upper end concentrated in creators with consistent subscriber communities and loyalty mechanisms.

Branded Content brief economics

Single Branded Content briefs from Luxembourg advertisers typically pay creators EUR 800–8,000 per campaign depending on follower count, vertical alignment and Spark Ads amplification scope. Finance and fintech briefs in particular command premium pricing.

Cross-border francophone discoverability premium

Luxembourg creators on faction 115414 share algorithmic distribution with French, Belgian, Swiss and Monégasque creators. The cross-border francophone discoverability premium can multiply effective reach by 30–100× the Luxembourg domestic baseline for content with broad francophone appeal.

DACH cross-border channel

German-language Luxembourg content reaches DACH cross-border audiences organically. While the primary server is FR+, Luxembourg creators producing German content can capture meaningful DACH discovery — especially for finance, business and B2B verticals.

EU-institutional creator niche

Explainer content on EU regulation, ECJ rulings, European Investment Bank operations, Eurostat data and EU-institutional life is a small but high-value vertical. Luxembourg-based creators have unique access to source materials and credible authority on this content.

RTL Group ecosystem proximity

RTL Group's Luxembourg HQ creates structural creator-to-broadcaster handoffs. Luxembourg-based creators can plug into RTL talent rosters and cross-platform content partnerships that creators elsewhere on the francophone server cannot easily access.

Agency role

Black Ads Agency operates Luxembourg creators on faction 115414 with full francophone-server operational framework. Trilingual content strategy, cross-border audience timing optimization and EU-institutional creator-brief sourcing are the structuring operational dimensions.

Black OS infrastructure

Black Ads Agency runs creator CRM, algorithmic scouting, bonus and tier tracking, communication automation, TikTok Login Kit integration and a daily action-recommendation system on its proprietary Black OS — operating across MENA, France, Italy, Germany, USA and Canada with Luxembourg served via the francophone faction.

Tier-progression economics

A Luxembourg creator receiving 200,000 diamonds/month at 46% rewards rate generates ~USD 920 post-TikTok gross from gifts. Stacking CRP, LIVE Subscription and Branded Content briefs yields total monthly revenue of EUR 2,800–10,000 for active mid-tier Luxembourg creators — with top performers exceeding EUR 18,000.

Practical insights

This section synthesises practical implications for creators, brands and agencies operating in the Luxembourg TikTok ecosystem in 2026.

For creators — language strategy

Trilingual code-switching (FR/DE/LU) within a single session is a unique Luxembourg differentiator. Adding English for international cross-border reach captures expat and EU-institutional audiences. Monolingual creators leave significant audience reach unaddressed.

For creators — vertical selection

Balanced gender audience (50.5% F / 49.5% M) means no structural vertical over-rotation. Lifestyle, food, beauty match domestic audience well; finance, EU-institutions and frontalier-worker content access niche but high-value audiences.

For creators — broadcast scheduling

Cross-border audience expansion is the dominant growth lever. Broadcast windows should target prime francophone-server viewing hours (19:00–23:00 CET) covering France, Belgium and Switzerland. Frontalier-worker content benefits from morning/evening commute windows.

For brands — Branded Content + Spark Ads

Luxembourg brand budgets are mid-to-high in absolute size and premium in quality. The Branded Content + Spark Ads disclosure framework is fully operational. Brief economics typically EUR 800–8,000 for mid-tier partnerships; finance and fintech briefs command premium pricing.

For brands — DSA and ALIA/ALIM compliance

Luxembourg is subject to EU DSA and to ALIA (transitioning to ALIM per draft bill 8625). Brand partnerships must comply with VSP regulatory framework and disclosure rules. Black Ads Agency provides compliance review for partner briefs.

For brands — EU-institutional briefs

Luxembourg-based creators offer unique access to EU-institutional explainer content. Brands and EU institutions seeking citizen-facing TikTok content can partner with Luxembourg creators for credible regulatory and institutional explainer briefs.

For agencies — CRP optimization

CRP rates on FR+ server (EUR 0.40–1.50 per 1,000 qualified views) make CRP a meaningful complement to LIVE-centric revenue for Luxembourg creators with 10,000+ followers. Cross-border francophone-server distribution amplifies CRP earnings significantly.

For agencies — LIVE Subscription onboarding

LIVE Subscription is unusually potent in Luxembourg given exceptional disposable income. Onboarding eligible creators (1,000+ followers) into structured subscription tiers is the primary 2026 ARPU lever for Luxembourg creators.

For agencies — cross-border discoverability

Luxembourg creators on faction 115414 share algorithmic distribution with French, Belgian, Swiss and Monégasque creators. Optimization for cross-border francophone discovery (language mix, broad-appeal content, francophone-prime-time windows) is the dominant growth lever.

For agencies — trilingual content framework

Few European markets support fluent FR/DE/LU/EN code-switching. Agency support should include trilingual content production frameworks, language-mix optimization for audience expansion and DACH cross-border bridge content.

For agencies — frontalier-worker creator framework

~219,000 cross-border workers commute daily into Luxembourg. Frontalier-worker content (commute hacks, tax/banking comparisons, expat life) generates structurally large engagement from this audience. Agency-led editorial frameworks should include frontalier-focused content briefs.

Common pitfalls — monolingual content

Luxembourg creators producing single-language content miss the trilingual-discovery premium. Optimal approach: anchor in one language for identity, code-switch into adjacent languages for audience expansion.

Common pitfalls — ignoring frontalier audience

Many Luxembourg creators address only resident audiences. The 219,000 daily commuters from BE/DE/FR are a structurally large audience that frontalier-focused content captures uniquely.

Common pitfalls — underestimating finance/fintech brief value

Luxembourg's finance and fintech advertiser base is unusually large for the country's population. Luxembourg creators who develop finance-vertical credibility capture premium brand briefs unavailable elsewhere on the francophone server.

Sources & methodology

This report aggregates data from primary official sources (DataReportal Digital 2026 Luxembourg, STATEC, ALIA, Eurostat, GSMA Intelligence, Ookla, TikTok Newsroom EU, TikTok DSA Transparency) and from recognised secondary sources (Statista, ILRES, RTL, Favikon, Modash).

Figures shown prefer the most recent versions — typically October 2025 for TikTok and Meta data. Luxembourg-specific TikTok ad-audience figures are partially derived from Western Europe aggregates per DataReportal methodology. Projections are estimates based on historical trends and Black Ads Agency operational data on the francophone server (faction 115414).

Methodological limitations

The "ad reach" figures published by platforms (TikTok, Meta) are not equivalent to MAU (Monthly Active Users). They represent the addressable ad target, which may be lower or higher than real active users.

Luxembourg micro-market caveat: TikTok and platform ad-audience figures for Luxembourg are partially derived from Western Europe aggregates given the small national audience; precision is lower than for France or Germany.

Cross-border worker audiences (~219,000 frontaliers commuting daily) inflate platform reach figures above resident-population-based expectations — ad-tool data captures physically reachable viewers, not just residents.

TikTok does not publish figures for 13–17-year-olds in its ad tools. Total audience is therefore underestimated. Social identities (DataReportal) are not de-duplicated across platforms. Economic figures (GDP, unemployment) come from STATEC and IMF.
